Amazon Seller Setup, Saudi Arabia

Saudi Arabia is the larger market and the harder entry. The blockers are the entity, the tax representative and product certification, not the seller account.

Back to Services

Most sellers who succeed on Amazon in the UAE assume Saudi Arabia is the same move at a larger scale. It is not, and the seller account is the easiest part of it. Selling into the Kingdom as a foreign business runs into three things the UAE does not ask of you. The entity comes first, through an investment licence from the Ministry of Investment and then a commercial registration. Tax registration is second, and a non-resident seller cannot normally register alone, because the Kingdom requires a tax representative established in Saudi Arabia to act on the taxpayer behalf, and that representative carries liability with you. Product certification is third: regulated goods are registered on the Saudi product safety platform before they ship, in two stages, one for the product and one for each consignment. We run the entry as one file rather than as three unrelated applications.

Key Features

  • Entry route decided first: an investment licence and commercial registration where you need a Saudi entity, against the narrower routes available to a foreign seller without one
  • Tax registration handled with a tax representative established in the Kingdom, which is the step most foreign sellers discover only after their first sale
  • Electronic invoicing brought into scope at the same time, because invoicing obligations in the Kingdom are a system requirement and not a stationery choice
  • Regulated products taken through the Saudi conformity platform in both stages, product certification and then shipment certification, before stock moves
  • You supply your incorporation documents, your product list with its categories, and your intended fulfilment route, which is what decides which of the above you actually need

Benefits for Your Business

  • A single file covering the entity, the tax position and the product certificates, instead of three firms discovering each other.
  • The tax representative arranged before your first sale rather than after a suspended account.
  • Product conformity started early, since the certificate gates the shipment and not the listing.
  • An honest read of whether you need a Saudi entity at all for the way you intend to sell.
General information, not tax or legal advice. Saudi Arabian investment, tax and conformity requirements are set by the Ministry of Investment, the Zakat, Tax and Customs Authority and the Saudi Standards, Metrology and Quality Organization, and they change. This page describes our process rather than stating a Saudi rule, and we confirm the current requirement with the relevant authority before you commit.
